• Add possibility to create (CRUD) tap_mirrors with OVN backend. At least OVN v22.12.0 is necessary to create mirrors. Other tap-as-a-service APIs (tap-service and tap-flow) are not part of this effort (https://specs.openstack.org/openstack/neutron-specs/specs/2023.2/erspan-for-tap-as-a-service.html)
