Upgrade Notes

• The oslo_serialization.jsonutils package will no longer hook into the anyjson package to override the .loads and .dumps wrappers. The anyjson package is unmaintained and has not seen a release in over 13 years.

• Support for Python 3.9 has been removed. Now the minimum python version supported is 3.10.
